Sealed Proposals to provide Economic Development at Immokalee Airport will be received until 3:00 p.m., Naples local time, on July 23, 2010 at the Purchasing Department, Purchasing Building “G”, Collier County Government Complex, 3301 Tamiami Trail East, Naples, Florida 34112.

Economic Development at the Immokalee Airport
Services to be provided shall include, but not be limited to the following: development.
A non-mandatory pre-proposal conference will be held on July 8, 2010, commencing promptly at 10:00 AM, and will be held in the Purchasing Department Conference Room, 3301 Tamiami Trail East, Building “G”, Naples, Florida 34112. If this pre-proposal conference is denoted as “mandatory”, prospective Vendors must be present in order to submit a proposal response.
All statements shall be made upon the official proposal form which may be obtained on the Collier County

Exhibit I
Scope of Work, Specifications and Response Format
As requested by the Collier County Airport Authority (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Purchasing Department (hereinafter, “County”) has issued this Request for Proposal (hereinafter, “RFP”) with the intent of obtaining proposals from interested and qualified firms in accordance with the terms, conditions and specifications stated or attached.
The Vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein.
1. Background
The Immokalee Regional Airport was originally a WWII bomber-training base. The Federal Surplus Act eventually turned the airport over to the county in the 1960s. For approximately thirty years, the airport sat dormant. Shortly after its creation in 1993, the Collier County Airport Authority drew up innovative plans for the site, including extensive designs to expand the runways, bring in cargo-carrying businesses, and turn some of the land into an industrial park.
Initial grants helped to build a fuel farm, a road, two hangars, a ramp, taxiway, and the first building. Over time, the original plans of the Authority have changed to suit the burgeoning airfield, but the long-term goals remained essentially the same:
· To turn the airfield into a viable industrial park that would attract manufacturing businesses that would hire and train local workers,
· To bring in international cargo carriers and U.S. Customs officials, and
· To contribute new and vital industry to the local economy.
The Immokalee Regional Airport, situated on 1,333 acres of land located approximately 35 miles northeast of Naples and 110 miles northwest of the Port of Miami, provides tremendous business advantages.
• The airport has two 5,000 - foot by 150-foot runways
• Chevron Fuel 100 LL and Jet A fuel available 24 hours a day
• Pilots lounge with TV and VCR
• Flight planning area with computer weather
• Pilot shop
• Passenger terminal
• Courtesy vehicle
• Ground transportation available
• Refreshment vending machines
• Casino shuttle
• Attended 8:00 am – 5:00 pm daily
The Airport is in a designated Florida Rural Enterprise Zone and HUB Zone. The Florida Rural Enterprise Zone Program offers tax incentives to businesses located within the Enterprise Zone. The HUB Zone Program is a United States Small Business Administration program that provides federal contracting opportunities for qualified small businesses.
Additionally, a 60-acre zone in and around the Airport is a designated Foreign Trade Zone (FTZ). The FTZ designation offers companies the convenience of deferring any duties or taxes until the business ships the goods outside of the FTZ.
The airport is also used for aerial firefighting and crop dusting operations, and is home to IHRA sanctioned weekend drag racing.
The Florida Trade port, located at the Immokalee Regional Airport, provides businesses the opportunity to flourish in both aviation and non-aviation related fields. It's geographic location, climate, transportation system, tax structure and abundant labor force combined with uncongested skies, a Foreign Trade Zone, and land to grow, makes the Florida Tradeport a premier destination to do business.

2. Detailed Scope of Work
Depending upon the quality of the proposal (in terms of private investment and anticipated employment generation), the County is prepared to negotiate both the rental rate and terms.
3. Projected Timetable
The following projected timetable should be used as a working guide for planning purposes only. The County reserves the right to adjust this timetable as required during the course of the RFP process.
