Economic Development at the Immokalee Airport

 

 

Services to be provided shall include, but not be limited to the following: development.

 

A non-mandatory pre-proposal conference will be held on July 8, 2010, commencing promptly at 10:00 AM, and will be held in the Purchasing Department Conference Room, 3301 Tamiami Trail East, Building “G”, Naples, Florida 34112.   If this pre-proposal conference is denoted as “mandatory”, prospective Vendors must be present in order to submit a proposal response.

 

All statements shall be made upon the official proposal form which may be obtained on the Collier County Purchasing Department E-Procurement website: www.colliergov.net/bid.

Exhibit I

 

 Scope of Work, Specifications and Response Format

 

 

As requested by the Collier County Airport Authority (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Purchasing Department (hereinafter, “County”) has issued this Request for Proposal (hereinafter, “RFP”) with the intent of obtaining proposals from interested and qualified firms in accordance with the terms, conditions and specifications stated or attached.

 

The Vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated herein.

 

1.      Background

 

The Immokalee Regional Airport was originally a WWII bomber-training base. The Federal Surplus Act eventually turned the airport over to the county in the 1960s. For approximately thirty years, the airport sat dormant.  Shortly after its creation in 1993, the Collier County Airport Authority drew up innovative plans for the site, including extensive designs to expand the runways, bring in cargo-carrying businesses, and turn some of the land into an industrial park.

 

Initial grants helped to build a fuel farm, a road, two hangars, a ramp, taxiway, and the first building. Over time, the original plans of the Authority have changed to suit the burgeoning airfield, but the long-term goals remained essentially the same:

·         To turn the airfield into a viable industrial park that would attract manufacturing businesses that would hire and train local workers,

·         To bring in international cargo carriers and U.S. Customs officials, and

·         To contribute new and vital industry to the local economy.

 

The Immokalee Regional Airport, situated on 1,333 acres of land located approximately 35 miles northeast of Naples and 110 miles northwest of the Port of Miami, provides tremendous business advantages.

 

     The airport has two 5,000 - foot by 150-foot runways

     Chevron Fuel 100 LL and Jet A fuel available 24 hours a day

     Pilots lounge with TV and VCR

     Flight planning area with computer weather

     Pilot shop

     Passenger terminal

     Courtesy vehicle

     Ground transportation available

     Refreshment vending machines

     Casino shuttle

     Attended 8:00 am – 5:00 pm daily

 

The Airport is in a designated Florida Rural Enterprise Zone and HUB Zone.  The Florida Rural Enterprise Zone Program offers tax incentives to businesses located within the Enterprise Zone.  The HUB Zone Program is a United States Small Business Administration program that provides federal contracting opportunities for qualified small businesses.

 

Additionally, a 60-acre zone in and around the Airport is a designated Foreign Trade Zone (FTZ).  The FTZ designation offers companies the convenience of deferring any duties or taxes until the business ships the goods outside of the FTZ.

 

The airport is also used for aerial firefighting and crop dusting operations, and is home to IHRA sanctioned weekend drag racing.

 

The Florida Trade port, located at the Immokalee Regional Airport, provides businesses the opportunity to flourish in both aviation and non-aviation related fields.  It's geographic location, climate, transportation system, tax structure and abundant labor force combined with uncongested skies, a Foreign Trade Zone, and land to grow, makes the Florida Tradeport a premier destination to do business.

2.      Detailed Scope of Work

 

The County is interested in receiving proposals from consultants / developers / businesses who will develop the Immokalee airport site into a viable industrial park that would attract manufacturing businesses that would hire and train local workers, and bring in international cargo carriers and U.S. Customs officials, and contribute new and vital industry to the local economy.

 

Depending upon the quality of the proposal (in terms of private investment and anticipated employment generation), the County is prepared to negotiate both the rental rate and terms.

 

3.      Projected Timetable

 

The following projected timetable should be used as a working guide for planning purposes only. The County reserves the right to adjust this timetable as required during the course of the RFP process.

The women who make a difference in Immokalee were celebrated last week at a Roberts Ranch luncheon, hosted by the Immokalee Community Redevelopment Agency (CRA).

Groundbreaking For a New Farmworker Housing Development in Immokalee

Immokalee, Florida – March 23, 1010.  Florida Non-Profit Services, Inc. ("FNPS") and Immokalee Housing and Family Services ("IHFS") are pleased to announce  that a groundbreaking ceremony was held on Monday, March 22nd for the Esperanza Place Apartments – Phase I, a development of 47 one, two and three bedroom multifamily rental residences for occupancy by farmworking families.  The Esperanza Place Planned Unit Development, within which these new units are being built, will eventually contain 176 multifamily units, and 62 single family homes.

 
Financing for this development is being provided by the United States Department of Agriculture ("USDA"), Florida Housing Finance Corporation, Immokalee Community Redevelopment Agency ("CRA"), J.P. Morgan, and the Community Foundation of Collier County.
 
Although this is the first development constructed by FNPS, its sister organization, IHFS (formerly Immokalee Non-Profit Housing) has developed, and owned for the past 18 years, Sanders Pines, a 40 unit farmworker multifamily housing complex, as well as Timber Ridge, which consists of 34 single family affordable homes. Future of Immokalee takes a giant leap forward

The future of Immokalee took a giant leap forward December 16 when the Collier County Planning Commission held an unprecedented public workshop on Immokalee’s Master Plan.

Fred Thomas, chairman of the Immokalee Community Redevelopment Agency’s advisory board and one of the leading visionaries developing the plan for Immokalee’s future said he was pleased with the county planners’ effort.

“They asked a lot of good questions,” Thomas said. “Immokaleans turned out well to show support. I think it moved the process forward and well.”

The plan is scheduled for approval by the planning commission and the Collier County Board of Commissioners in early 2010.

Once adopted, the plan will change forever the face of Immokalee and make it the future of Florida in the 21st Century. It will be the culmination of nearly seven years of planning.

WinkNewsNow: Immokalee to become industry hub

 A plan six years in the making is taking shape to bring more business to Immokalee

Right now a plan is underway to change Immokalee from top to bottom with a new look, new businesses, and new jobs starting at the Immokalee Airport.
"It's planned to expand technically by 103 acres," airport consultant Wayne Arnold says. That expansion process starts Thursday with a rezoning meeting.
The airport facelift is just part of the Immokalee area master plan to help bring in new businesses and lure hundred of jobs. "This has heavy industrial designation now, warehousing, research and development and other economic opportunities," Arnold explains.
 
Bob Mulhere, the master plan consultant, says plans to overhaul Main Street are also in the works to make it more pedestrian friendly and accessible. Immokalee leaders hope a renewed town center will help attract high tech jobs such as the medical industry.
 
The next step is to put a price tag on the project. Community redevelopment officials tell me there is grant money from the state it hopes to get its hands on, which could pay for a good portion of these plans.
 
The final project will be brought to the Board of County Commissioners next spring for approval.

Immokalee MSTU/CRA 2009 Partnership

Late in the fall of 2008 the Immokalee CRA presented a proposal to the Immokalee Municipal Service Taxing Unit/Beautification Committee (MSTU) to join forces in a collaborative approach to improvements in Immokalee.  The proposal asked the MSTU, which parenthetically is a Beautification MSTU, to expand its boundaries to match those of the CRA and to amend their governing ordinance to include not only beautification but also storm water, lights and sidewalks.

On February 25, 2009, the MSTU accepted the CRA proposal and passed a motion to expand its boundary and responsibilities. In mid-April, the Collier County Board of County Commissioners (BCC) authorized the County Manager to bring to the BCC a proposed amendment to Ordinance No. 92-40, which created the Immokalee MSTU, in order to move forward with the expansions.

Ultimately, expansion of the Immokalee MSTU boundaries and responsibilities will increase the base for the ½ mil property tax designated for the MSTU activities. In concert with the CRA Tax Increment Fund (TIF) budgeted improvements, future improvements to Immokalee will be greatly augmented. The attached map shows the overall geographical boundary expansion.
